HR / Special Projects Director for Effingham and Clay County Health Department

Full-time – Salaried-exempt – Monday-Friday, with occasional evenings/weekends as duties require.


The HR / Special Projects Director is responsible for coordinating all human resource functions:  recruitment, retention, training, evaluation, compensation, benefits, policies, and procedures for the Clay & Effingham County Health Departments.  Additionally, this position assumes responsibility for the advancement of quality in public health by promoting data driven decision making and pursuing funding to support public health initiatives.


Candidates for this position are required to have Bachelor’s degree or equivalent in business or a related healthcare field.  Preference given to candidates with experience in Human Resources and/or grant writing.  HR Professional Certification also preferred.  Skilled in use of Microsoft Office Suite.  Must possess a valid Illinois drivers’ license.

Effingham County Connections Early Childhood Consultant

Full-time, 40 hours per week, hourly – Mon-Fri, with occasional evening and/or weekend events.  Flexibility in schedule to meet program goals.


Serves prenatal mothers and families with children birth to three utilizing the Parents as Teachers Model, providing learning activities, developmental parenting information and connections to community resources through personal visits in the home.  The primary goal of services is to support and enhance positive parent-child interactions for developmental growth and learning.  Consultants partner with the parent identifying parent strengths and building on current parenting knowledge.  Consultants plan and implement one to two parent workshops/events per year.  Required documentation of all program requirements in online database system.  ECC offers a continuous learning environment with annual professional development.  Travel required throughout Effingham County.


  • HS Diploma required.  Bachelor’s Degree in Early Childhood Development, Family and Social Services, Family and Consumer Sciences or related field preferred.
  • Minimum 2 years of supervised experience with young children and/or parents.
  • Experience working with at risk populations preferred.

  • Detail oriented and proficient in Microsoft applications.
  • Driver’s license and reliable transportation required.
  • Oral and written fluency required.
